Introduction
Under its ICT Policy, Leadership & Institutional Development program ICTA is implementing an ambitious program to create a proactive institutional, policy, and a regulatory environment that is supportive of ICT reform and development within the public sector. This program as a vital component of ICTA’s Re-engineering Government Program seeks to promote an ICT framework for the public sector service-delivery processes. A simultaneous development that enables dove-tailing the Re-engineering government program in to the overall development strategy of the government is the Administrative Reforms Program initiated by the National Administrative Reforms Council (NARC) carries out oversight functions in regard to their implementation. The NARC’s Reform Agenda is intended to provide the policy framework and key directions for reforms.
These two policy initiatives have created a need for capacity development within the government in
1.Introducing ICT Based Systems (infrastructure and systems development) for management of mandated functions and new policy-reforms initiatives,
2.Increasing efficiency of service–delivery functions, and
3.Building of competencies of concerned staff, particularly at the higher strata of the Administration.
In support of this capacity building need, PIM is launching the Training Course for CIOs on the basis of a contract awarded by ICTA/World Bank. The initial intake is 200 participants and the course is of 12 months duration.
